Responsibilities:* Manage Rhapsody Message Engine - Utilize Rhapsody to support Agency goals and objectives by coding and working within the constraints of the Interoperability engine. * Develop and Configure Rhapsody Routes - Design, develop, test, and configure Rhapsody routes as necessary to manage data flow from internal and external entry points throughout DOH laboratory and other health information processing flows. * Develop, test, and maintain all agency and business unit applications supported by the IT unit, or as assigned by management, using technologies such as .NET Framework, Azure, JavaScript, MS SQL Server, HTML, CSS, XML, PowerShell, and MS-Office VBA. * Design small to enterprise-level N-Tier agency and business unit web applications, participate in development work, and contribute to the creation of application design documentation in accordance with standards and practices. * Utilize DBMS software to design, develop, and maintain databases and applications, including data migration, validation processes, and extraction, transformation, and loading of data from external sources. * Solve complex IT problems, conduct research and analysis to resolve issues, make recommendations, and escalate problems when necessary to the next level. * Develop service-level agreements, measurement and monitoring methods, management reports, and system and user documentation for supported systems. * Guide team members to deliver high-quality software solutions efficiently, foster a positive and productive team culture, and provide technical expertise and guidance. * Engage in IT risk assessment and security review processes for software development projects, ensuring compliance with DOH and OCIO security standards. * Attend and contribute to projects and staff meetings, assist in conducting analysis of industry-wide trends, and collaborate with internal and external IT integration teams to create standard approaches to new application systems implementation.

Required Qualifications and Experience: Your experience must come from full-time professional work and may have been gained concurrently. Any additional years of experience can replace educational requirements on a year-for-year basis.

  • Professional experience in IT disciplines such as consulting, analysis, design, programming, installation, or maintenance of computer software applications (You must meet one of the following options):
    • Option 1: 10 years of experience
    • Option 2: Associate degree in IT or a related field and 8 years of experience
    • Option 3: Bachelor’s degree in IT or a related field and 6 years of experience
  • Six (6) or more years of experience in developing and implementing application solutions within a complex distributed environment.
  • Minimum of five (5) years of progressive professional experience in software development, including:
    • Working-level understanding of Health Level 7 (HL7) or FHIR (Fast Healthcare Interoperability Resources).
    • Utilization of MS-Visual Studio Development tools for maintaining and developing agency or corporate level systems.
    • Designing, developing, testing, implementing, and maintaining C#, .NET Frameworks, Azure Portals, Blob Storage, Storage Accounts, Event-Driven Architecture, Azure Function apps using source code management tools such as GitHub, ADO.
    • Developing and testing with MS-SQL 2012 or higher and using Transact SQL statements.
  • Possession of current Rhapsody "Associate level" certification or willingness to complete certification within 6 months from the date the resources were made available for training.

Preferred Experience and Desired Qualifications:* Bachelor’s degree in computer science, Management Information System, Health Informatics, or closely allied field (Engineering/Mathematics). * Three (3) or more years of professional sharing, developing applications or services related to enterprise health integration engines (Rhapsody). * Four (4) or more years of professional experience developing or supporting application or services using versions of Health Level 7 (v2.3.1, v2.5.1, v2.6, v 2.7, CDA and FHIR) and National Council for Prescription Drug Programs (NCPDP) standards. * Two (2) or more years’ experience developing Microsoft application security, authentication, auditing, and exception handling protocols using the Microsoft Enterprise Libraries * Demonstrated experience working with technologies such as Linux, Java

Join the Oregon Youth Authority (OYA) as an Application Developer to serve as a System Architect for the JJIS Application Development team. As we embark on migrating our primary juvenile justice information system (JJIS) to a Low Code platform, your expertise will be instrumental in shaping the future of JJIS as a web-based application. This position is at the forefront of strategic planning, guiding the rewriting and implementation of JJIS.

As a member of the JJIS Application Development team, you will navigate a complex technical landscape, developing software to function seamlessly across multiple hardware devices and databases, while interfacing with various state systems. Your responsibilities include project management, design, development, and implementation of JJIS as a web-based application.

You will be a critical part of leading S&P’s AI-driven transformation to drive value internally and for our customers.

S&P is a leader in risk management solutions leveraging automation and AI/ML. This role is a unique opportunity for a hands-on full-stack engineer and application developer to grow into the next step in their career journey and apply her or his domain expertise for leading the integration of front-end applications and APIs for deep learning, GenAI, and LLM back-end models to drive business value for multiple stakeholders. The ideal candidate must have deep design and hands-on scalable web application development expertise, and integrating data-driven solutions with business functions to create the next generation of AI-powered capabilities.

Compensation/Benefits Information: (This section is only applicable to US candidates)

S&P Global states that the anticipated base salary range for this position is $150,000 to $225,000. Final base salary for this role will be based on the individual’s geographic location, as well as experience level, skill set, training, licenses and certifications.

In addition to base compensation, this role is eligible for an annual incentive plan.

Responsibilities include:

Full-Stack System Architecture Design : Develop scalable full-stack system and front-end applications for ML back-end

Full-stack UI and System Development for AI products: Responsible for the development of custom architecture for batch and stream processing-based AI ML pipelines including data ingestion to preprocessing to scaled AI model compute and ensure the architecture meets all SLA requirements. Work closely with members of technology and business teams in the design, development, and implementation of Enterprise AI platform

System Infrastructure Management: Ensure the deployment, and management of scalable and reliable system and application infrastructure for AI, ML , GenAI, LLM products.

API development, integration and Testing: Lead the development and integration of scalable APIs .

Monitoring and Optimization: Create and maintain robust monitoring systems to track model performance, data quality, and infrastructure health. Identify and implement optimizations to improve system efficiency.

Internal Collaboration: Collaborate closely with data scientists, machine learning engineers, and software engineers to ensure smooth integration of machine learning models into production systems.

Stakeholder Engagement and Collaboration: Collaborate closely with ML teams, business and PM stakeholders in full-stack implementation efforts and ensure technical milestones align with business requirements.

Security and Compliance: Implement security measures and compliance standards of the full-stack systems and APIs to ensure adherence to industry regulations.

Mentorship: Mentor technical engineering talent. Provide guidance and mentorship to junior engineers, fostering their professional growth and development.

Documentation: Maintain comprehensive documentation of full-stack systems and applications for reference and knowledge sharing.

Standards and Best Practices: Ensure the use of standards, governance and best practices in ML pipeline monitoring and ML model monitoring, and adherence to model and data governance standards

Problem Solving: Troubleshoot complex issues related to full-stack system deployments and develop innovative solutions.

REQUIRED SKILLS/QUALIFICATIONS

Bachelor's or Master's degree in Computer Science, Engineering, or a related field.

Experienced professional (7+ years experience) as full-stack engineer, architect, engineer with core hands-on experience

4+ years hands-on experience in integrating, evaluating, deploying, operationalizing scalable full-stack and web-application solutions and APIs at speed and scale, including integration with enterprise applications and APIs

5+ Years of Experienced in developing Front-end technology:

5+ years of experience with front-end technologies, including JavaScript, CSS3 and HTML5 and third-party libraries such as React Js, Next.js, Angular, Node.js, jQuery, and LESS

5+ years of experience with Development languages: Expert-level skills in server-side programming languages including .Net, Java, Ruby and Python

5+ Years of experience with Databases and cache: Experienced with DBMS technology, including SQLServer, Oracle, MongoDB and MySQL and caching mechanisms such as Redis, Memcached and Varnish

3+ Years of Basic UI/UX design ability: Including knowledge of UI/UX and basic front-end prototype design

5+ Server: Experience working with Nginx or Apache servers with a solid background in Linux

Excellent writing and communication skills

Ability to visualize a proposed system involving API integration with back-end and data pipelines, and be able to build it

Excellent written & verbal communication and stakeholder management skills

Strategic thinker and influencer with demonstrated technical and business acumen and problem-solving skills

Nice to have: Experience with full-stack engineering development for deep learning and LLM solutions, and contributing to Github and open source initiatives or in research projects
