Job Description

The Los Angeles Community College District (LACCD) invites applications for the position of Applications Developer/Programmer. An Applications Developer/Programmer analyzes, designs, writes, codes, debugs, tests, modifies, maintains, and documents complex computer applications and programs or segments of highly complex programs. Programming responsibilities span a range of servers and client computing devices.


COMPENSATION & BENEFITS

Monthly Salary: $9,387.35 - $11,629.28/mo; $112,648.20 - $139,551.36/yr

*Salary Information is based on a full-time, 12-month position

Health Benefits: District-paid medical, dental, and vision insurance plans for employee and dependents. A $50,000 life insurance policy is provided free of charge for each employee. A Health Reimbursement Account (HRA) with $1,500 contributed by LACCD annually.

Paid Time Off: 12 full-pay days and 88 half-pay days of illness leave per year, at least 19 paid holidays per year, and accrued vacation time from 10-24 days per year depending on the position. Other paid time off options are also available.

Retirement: Employees become members of the Public Employees Retirement System (PERS) pension. Employees are also covered by Social Security.


TYPICAL DUTIES

Consults with college and central offices administrators regarding existing systems, their adaptability to information technology, and desired results.

Advises users of revisions to existing methods, forms, records, and reports in order to adapt them to information technology.

Formulates and defines computer systems requirements and recommends techniques for processing data.

Develops, writes, codes, and makes modifications to complex programs.

Writes and maintains batch scripts for computer applications, servers, and personal computers.

Creates job control language for batch operations.

Develops test data for complex programs, reviews results of testing for accuracy and completeness, and corrects errors in program logic.

Performs routine regression testing on developed applications.

Ensures technical work meets the business needs through standardized quality assurance procedures.

Conducts feasibility studies by compiling, summarizing, and analyzing work processes and procedures to determine adaptability to information technology.

Designs forms, screens, and reports.

Prepares process design diagrams, detailed flowcharts, and related documentation describing operations to be performed by computer applications.

Provides technical assistance and participates in the training of assigned programming staff.

Assists in the documentation of business needs and requirements.

Designs solutions based on documented business requirements.

Assists in systems analysis and programming on the most complex projects.

Analyzes operations problems and takes corrective action.

Assists in defining complex technical requirements for ongoing systems maintenance and future functionality to meet District requirements and improve system efficiency.

Communicates with users as necessary to respond to requests for assistance or to explain proper use of complex programs.

Ensures data security under the guidelines of District policies and regulations.

Adopts new programming language(s) or technology(ies) to current environment.

May design, develop, and maintain web sites and interfaces.

May assist in the evaluation of new equipment and methods.

Performs related duties as assigned.

MINIMUM REQUIREMENTS:

Education and Experience:

A bachelor's degree from a recognized college or university preferably with a major in management information systems, computer information systems, computer science, computer engineering, or a related field AND two years of recent, full-time, paid experience in business applications analysis, design, and programming for medium or large scale, multi-programmed computers. Experience with third and fourth generation programming languages such as Java, .Net, C++, C#, PHP, and Python is preferred. Experience with an Enterprise Resource Planning (ERP) system is desirable.

Essential Responsibilities include:

  • Create design methodology solutions for a wide variety of Technology nodes.
  • Develop digital / analog / automotive design enablement collateral to help the Company's customers adopt the most advanced silicon technologies.

  • Develop methodology guidelines and techniques for design of circuits in various domains, e.g. digital, analog, RF, photonic, mmWave

THE POSITION

This position is part of the Enterprise Applications Division, which is responsible for developing, supporting, and maintaining the Human Resources Workers' Compensation System. It is also responsible for the system configuration, custom application development, report development, and day-to-day support. This technical position provides a wide range of development-related duties, system configuration, and end-user training. This position should work independently with minimal supervision on providing necessary system updates and enhancements in a timely matter.

IDEAL CANDIDATE STATEMENT

The ideal candidate should have hands-on experience in the following:* Application design, development, and support * Enterprise software customization, configuration, and administration * SQL query and reporting * Operating systems and programming languages * Working in a team environment with agile methodologies * Cloud system administration and configuration

Information Technology (IT) Division

Provides information systems and computer support for employees, customers of the Department of State, and therefore the people of Colorado. Most of the work completed by the division can be done remotely, contributing to the positive work-life balance of its employees. This includes maintaining computer hardware and peripherals. Staff develops, upgrades, enhances, and maintains computer applications and system software for the use of Departmental staff and the public. Processing and storing data received from Colorado counties for voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems. The Colorado Department of State is unique from many state agencies in that we are a smaller agency with an in-house IT division, as a result our employees maintain greater collective impact over the work product of the Department.

Development Unit

This work unit develops, upgrades, enhances, and maintains web application and system software for the use of Departmental staff and the general public. The unit also provides application support for various web applications, which could include, but not limited to, voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems.

As the Java Development Supervisor, you will be a valued leader of the Java Development Team, as well as a senior developer and an IT expert in Java development. You will work across all development projects, designing and constructing new applications, as well as maintaining existing applications. You will participate in team design, analysis, development, testing, and maintenance, as well as test and learn assigned new development technologies for the Department, such as React and Spring Boot.

The ideal candidate will be a critical and creative thinker with strong problem-solving skills. To succeed in this role, it is important that you have outstanding written, verbal, and interpersonal skills.

Illustration of some of your duties:

  • Java Development – You willdesign and develop, in Java, and other programming languages, enhancements and future systems, along with maintaining and fixing bugs in current systems, which will include resolution of legacy application issues; provide expertise in the optimization of Java code through best practices; maintain/create working object oriented (OO) program modules to be incorporated into actual systems; apply current OO theory to module construction; test program modules during system development; work as part of a software development team in an Agile DevOps environment.
  • Supervision of Unit Personnel – You will plan, prioritize, assign, analyze, and monitor workflow; establish work schedules, review and approve worktime and absences; initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates and hire; onboard and oversee training of new employees in unit; recommend promotions and changes in pay; resolve problems, performance issues, disputes, and informal grievances; initiate corrective action or recommend progressive discipline as needed; identify training and developmental needs, and provide training as needed; provide feedback and coaching; write performance plans, conduct interim and annual performance evaluations; sign performance evaluations; write and update position descriptions as necessary.
  • Secure DevOps Leadership and Technical Review – You will serve as a leader and mentor for the Java team and the software development unit as we adopt Secure DevOps practices; engage with individual developers on a continuing basis to verify architecture and best practices are being followed in development; lead evaluation of processes, tools, and technical architectures for the software development lifecycle; lead technical and process initiatives as the agency adopts Secure DevOps principles; be responsible for maintaining and monitoring the set of tools used by the Java development team, including the budget cost for the software; be responsible for developing metrics and measures for the Java team to be used in assessing the organization's maturity in Secure DevOps and recommending changes or shifts in our approach as appropriate.
  • Collaboration – You will collaborate with Developers, Managers, Systems Administrators, and other IT teams to determine system and application compatibility with Departmental standards and to resolve any issues; assist in the understanding of, and analyze the impact of, defects in the production environment, suggesting possible remedies to supervisors, peers, and user community; review work by peers and advance IT Division Object-Oriented expertise in code review and formal sessions. In doing this, position will ensure they understand and address the needs of a diverse staff and respond in a culturally appropriate manner.

The Opportunity

The Cornell Lab of Ornithology is seeking a highly motivated mobile app developer to advance Merlin Bird ID and eBird apps that reach more than three million active users a month. This role will lead and direct an engineering team to design, implement, and maintain complex mobile applications for the Cornell Laboratory of Ornithology (CLO), external customers, and funding agencies. The Lead Mobile Software Engineer will be expected to: 1) manage software engineering projects with multiple, concurrent development efforts, interact with both internal and external customers and architect application solutions, 2) serve as a primary technical liaison between internal engineering teams, supporting coordination and integration of application infrastructure to meet strategic objectives, 3) supervise technical staff, conduct performance reviews, and mentor engineering team members, 4) develop applications in Swift, Objective-C, Java, and/or Kotlin, and 5) participate actively in the design and evolution of CLO technical infrastructure and hosting platforms, including the transition to more scalable, agile, cloud-based systems.

What We Need

Required Qualifications

  • Bachelor’s degree in Computer Science and five (5) to seven (7) years relevant experience in mobile app development.

  • Must be experienced leading an app development team in collaboration with product managers.

  • Java and/or Python experience, including knowledge of numpy, pandas, Tensorflow, and/or Pytorch.

  • Extensive Linux command line experience; comfortable with ssh, scp, rsync, parallel.

  • Experience with AWS, GCP, or Azure.

  • Experience with databases, both sql and non-sql.

  • Demonstrated experience in managing complex information technology projects, including needs assessment, team organization, definition of standards and workflows, task planning and tracking, establishment of realistic goals, and delivery of products on time and within budget.

  • Experience defining project requirements, including hardware and software.

  • Experience designing, coding, testing, debugging, documenting, and integrating complex applications.

  • Manage highly available production infrastructure with parallel systems for development and testing, and to perform or oversee installation, migration, and version management of all enterprise components.

  • Strong problem-solving and critical thinking skills.

  • Excellent written and oral communication skills.

  • Clearly communicate complex technical issues to leadership team, and to participate effectively as needed in management meetings at all levels.
