Responsibilities:* Manage Rhapsody Message Engine - Utilize Rhapsody to support Agency goals and objectives by coding and working within the constraints of the Interoperability engine. * Develop and Configure Rhapsody Routes - Design, develop, test, and configure Rhapsody routes as necessary to manage data flow from internal and external entry points throughout DOH laboratory and other health information processing flows. * Develop, test, and maintain all agency and business unit applications supported by the IT unit, or as assigned by management, using technologies such as .NET Framework, Azure, JavaScript, MS SQL Server, HTML, CSS, XML, PowerShell, and MS-Office VBA. * Design small to enterprise-level N-Tier agency and business unit web applications, participate in development work, and contribute to the creation of application design documentation in accordance with standards and practices. * Utilize DBMS software to design, develop, and maintain databases and applications, including data migration, validation processes, and extraction, transformation, and loading of data from external sources. * Solve complex IT problems, conduct research and analysis to resolve issues, make recommendations, and escalate problems when necessary to the next level. * Develop service-level agreements, measurement and monitoring methods, management reports, and system and user documentation for supported systems. * Guide team members to deliver high-quality software solutions efficiently, foster a positive and productive team culture, and provide technical expertise and guidance. * Engage in IT risk assessment and security review processes for software development projects, ensuring compliance with DOH and OCIO security standards. * Attend and contribute to projects and staff meetings, assist in conducting analysis of industry-wide trends, and collaborate with internal and external IT integration teams to create standard approaches to new application systems implementation.

Required Qualifications and Experience: Your experience must come from full-time professional work and may have been gained concurrently. Any additional years of experience can replace educational requirements on a year-for-year basis.

  • Professional experience in IT disciplines such as consulting, analysis, design, programming, installation, or maintenance of computer software applications (You must meet one of the following options):
    • Option 1: 10 years of experience
    • Option 2: Associate degree in IT or a related field and 8 years of experience
    • Option 3: Bachelor’s degree in IT or a related field and 6 years of experience
  • Six (6) or more years of experience in developing and implementing application solutions within a complex distributed environment.
  • Minimum of five (5) years of progressive professional experience in software development, including:
    • Working-level understanding of Health Level 7 (HL7) or FHIR (Fast Healthcare Interoperability Resources).
    • Utilization of MS-Visual Studio Development tools for maintaining and developing agency or corporate level systems.
    • Designing, developing, testing, implementing, and maintaining C#, .NET Frameworks, Azure Portals, Blob Storage, Storage Accounts, Event-Driven Architecture, Azure Function apps using source code management tools such as GitHub, ADO.
    • Developing and testing with MS-SQL 2012 or higher and using Transact SQL statements.
  • Possession of current Rhapsody "Associate level" certification or willingness to complete certification within 6 months from the date the resources were made available for training.

Preferred Experience and Desired Qualifications:* Bachelor’s degree in computer science, Management Information System, Health Informatics, or closely allied field (Engineering/Mathematics). * Three (3) or more years of professional sharing, developing applications or services related to enterprise health integration engines (Rhapsody). * Four (4) or more years of professional experience developing or supporting application or services using versions of Health Level 7 (v2.3.1, v2.5.1, v2.6, v 2.7, CDA and FHIR) and National Council for Prescription Drug Programs (NCPDP) standards. * Two (2) or more years’ experience developing Microsoft application security, authentication, auditing, and exception handling protocols using the Microsoft Enterprise Libraries * Demonstrated experience working with technologies such as Linux, Java

As the Lead Developer in the Applications and Data Services section of the Office of Information Technology (OIT), you will play a key role in advancing and sustaining critical business functions related to Environmental Public Health Systems (EPH). Your work will involve designing, developing, implementing, and maintaining complex web-enabled information systems that are crucial for data management and decision-making. You'll provide technical and operational guidance to IT staff, mentor junior team members, and serve as the primary contact for stakeholders.   • Education and/or Progressive experience in IT, such as consulting, analyzing, designing, programming, installing, or maintaining software as follows:
    • Option 1: 11 years of experience
    • Option 2: An Associate’s degree in an Information Technology program + 9 years of experience
    • Option 3: A Bachelor’s degree or higher in an Information Technology program + 7 years of experience
  • A minimum of 5 years of experience in software development including:
  • Developing secure, enterprise-level web applications.
  • Working with integration technologies like APIs, RESTful services, and SFTP.

The Information Technology Division is an internal service organization responsible for providing information technology – based products and services in support of the Department of Labor and Industries (L&I) agency business priorities.

This position is trusted by management to develop and maintain high profile applications that support MyLNIDevPac development teams. This position is assigned activities to develop, design, and maintain enterprise level applications that are complex and mission-critical. This position supports systems in support of the ISTT and Web and Communications Division of Labor and Industries. The person in this position will contribute to the team’s success by supporting an agile framework using the software development lifecycle approach to do their daily work, using Azure Dev ops.

Duties

Here is some of what you will be doing:

  • Application Development, including:
    • Develops and maintains software applications, application interfaces and web services.
    • Understands business requirements and how they translate to application features.
    • Understands dependencies across multiple applications when developing, maintaining, and making enhancements to applications.
    • Performs unit and integration testing.
    • Conducts functional and non-functional testing
    • Resolves technology issues related to server environment, platform, software, and hardware requirements.
    • Troubleshoots and debugs applications, interfaces, and web services .
  • Application Development- Process and Documentation, including:
    • Uses the software development lifecycle process to plan, analyze, design, develop, and test applications and application interfaces.
    • Uses AzureDev Ops to manage source code, track work efforts, manage requirements, track bugs, manage software releases, track development tasks, and manage product backlogs.
  • Application Development Research, including:
    • Researches complex technical issues related to application development, database structure, application platform, configuration, application performance, security and data integrity.
    • Stay current on trends in .NET, SQL, Java, Windows server, networking, security, database modeling, cloud computing, and integrating applications.

Qualifications

Required

  • A Bachelor's Degree in computer Science

OR* 4 years of demonstrated information technology experience in the following areas: + Analyzing, designing, consulting, developing, and/or supporting software products. + Utilizing Visual Studio and .NET programming. + Using MS SQL Server. + Utilizing JQuery, Bootstrap, JavaScript or other related JavaScript Framework. + Understanding complex application design patterns. + Using agile and scrum development methodologies. + Managing application source control processes and tools.

Design and develop software applications:

  • Consult with customers, information technology staff, agency domain experts and commercial system developers to investigate and analyze agency business processes and data requirements.
  • Work independently through all levels and stages of the Software Development Life Cycle. Contribute to solutions in the resolution of complex issues.
  • Design and develop software applications to meet agency requirements, adhering to agency, state, and federal policies for security, accessibility, and open data.

Support ongoing development and maintenance of agency systems:

  • Identify issues submitted through trouble tickets and activity logs, and will communicate with customers regarding software problem resolutions, up to and including necessary user training.
  • Evaluate support incidents and customer interactions and translate those into maintenance design and development plans.
  • Maintain and support agency wide application systems.
  • Diagnose application server and database problems across all environments and implement solutions.
  • Maintain and configure development and test application servers.

Database Reporting:

  • Using advanced knowledge of datasets, perform complex analysis based on business requests.

Software Testing:

The Role:

We are seeking an experienced and passionate Engineering Lead to join General Motors' Enterprise Innovation Team. We are hiring senior software engineer for our Vehicle update Service (VUS) core backend team. The VUS team is responsible for the Over The Air (OTA) Software delivery platform for General Motors. Our vision is to build a unified channel that ensures every GM customer knows their vehicle is always up to date and improve without needlessly interrupting their lives.

The VUS Core Team is responsible for the Firmware OTA (FOTA) backend system, which orchestrates software update campaign execution, and delivery of FOTA updates to GM vehicles. The team follows DevOps principles, owning end to end responsibility of multiple critical microservices powering various OTA workflows, including software package building, and all types of vehicle interactions. We design and implement business features, and are responsible for our software’s quality, deployment, production monitoring and support.

Our platform is a highly complex collection of microservices built based on REST & Event Driven Architecture following Domain Driven Design principles. We integrate with multiple vehicle clients, BIGDATA platforms, and multiple GM internal systems which are crucial OTA vehicle updates. Our main objective of the platform is to deliver software updates to GM vehicles at scale (1M backend transactions per day) and increase the success rate of vehicle software updates, thereby reducing customer dealer visits and continuously enhance GM vehicles in all aspects.

As part of this role, you will be doing the following activities.

  • Ensure high performance, scalability, and reliability of the distributed backend platform responsible for executing and delivering software updates to vehicles.
  • Trusted senior software developer in the team with expertise in JAVA / Spring Boot microservices, developing & designing components that execute at the expected performance levels, monitoring the backend components for performance bottlenecks, debug / triage issues in the distributed environment and implement the solutions.
  • Understand the OTA business flows and the complex microservices interactions via event driven architecture within the platform and suggest performance tuning considerations right from design.
  • Understand and analyze the transactional and reporting data that’s replicated into BIGDATA platform, implement complex queries required for throughput analysis on the data, come up with recovery actions as needed.
  • Design and execute load test scenarios and work with cross functional teams for capacity planning to handle peak loads.
  • Own & control the performance environment, deploying the changes into the environment for every upgrade made in the platform.
  • Lead complex triage and debug of system-level issues, building and executing the tools and tests required for running our production systems at scale. Leverage and improve CI / CD pipelines, track key metrics and tune the system to achieve performance.
  • Understand the observability needs for the platform, come up with proposals to enhance the tracing, logging and monitoring of microservices, implement them in different services as needed and guide other team members to enhance observability.
  • Implement operational visualization techniques to create interactive dashboards and visualizations in both Load test and PROD environments that provide insights into system performance and behavior.
  • Work closely with different cross functional teams, architects, operational stakeholders and enterprise tools team to implement best practices, resiliency, build a highly scalable and efficient OTA platform.
