Job Description

Software Engineer, Senior - (24141701)

OLIS is engaged in a few major projects. The first initiative replaces all the solutions that support the automation of Montana’s legislative process. The second converges many different technical solutions into the same technical stack. The third reduces the sprawl of solutions by integrating functionality. The fourth improves OLIS’s technical posture by implementing APIs for every piece of code we touch. The fifth reduces technical debt by using test driven development, in addition to having guidelines for unit and behavioral testing code coverage. The sixth establishes, or refines, standards and guidelines for internal and vendor code as OLIS matures it capabilities.

This position is expected to engage with an established agile team(s) that is supported by dedicated DevOps and infrastructure engineers. In the near term, the position is responsible for solving issues and enhancing functionality with custom code. In a longer term, the position will assess quality of vendor code, deciding whether to accept the code or work with vendors to improve their quality. In either term, the position will integrate the code with OLIS’s ecosphere of APIs. The vision is to deliver all data and processing layer logic via API with Swagger style documentation so that DevOps can package our APIs into containers. We do have established pipelines and are far down the path of CI/CSD.

The challenges OLIS face are:

  • current solutions are often tightly coupled with operating system and specific configurations of application servers or utilities;

  • we need to rapidly mature our automated unit and behavioral testing capabilities;

  • the sprawl of technologies and data provides a significant stream of maintenance and operations tasks;

  • past technical architecture decisions mean that refactoring activities are broad and deep; and,

  • there is a lack of documentation and knowledge of vendor-built systems.

ASSIGNED DUTIES AND TASKS:

  • Analyzes computer systems, user requirements, resolves problems, and provides implementation and maintenance support to users. Determines the nature and cause of production system failures and takes the necessary steps to resolve issues and problems. Maintains and supports legacy applications and systems as needed.

  • Designs, tests, modifies, and writes simple to complex software using micro and mini-service architecture. Prepares documentation including change control documents, technical manuals, user or operator instructions, and architectural diagrams.

  • Develops knowledge and understanding of customer’s business by studying documentation and interviewing personnel. Assists project team members with design tasks, which may include data structure design, system flow, and program specifications. Assists with analysis of requested modifications for existing systems, as well as analysis of incorporating new functions and procedures.

  • Designs, develops, and conducts training classes on software applications used by staff, including developing and writing class syllabus and user guide documentation.

  • Performs or recommends revision, repair, or expansion of existing computer programs to increase operating efficiency or adapt to new requirements. Carefully evaluates the interdependencies between the program to be modified and any other existing programs, database interfaces, re-usable code modules, department business practices, and user interactions.

  • Provides scoping and manages scope changes appropriately (including level of effort, time estimates and resource needs and impacts) on projects within an application group or division.

  • Leads complex and/or mission critical projects; determines assignments, work methods and standards for programmers and programmer analysts assigned to the project, including creating the work breakdown structures or detailed project plan within an agile framework; validates all work and provides guidance where necessary. Qualifications:

Substantial knowledge of the principles, practices, and procedures required to design, build and implement information systems.

Substantial knowledge of business application programming languages and program design techniques such as Spring Framework and Java.

Substantial experience implementing unit and behavioral testing.

Substantial knowledge of client/server and Internet technology, database solutions such as MS SQL. Practical knowledge of contemporary architectures and design patterns.

Practical knowledge of continuous integration and continuous service delivery principles.

Practical knowledge of current technology and methods and system development life cycle concepts – including the use of GitLab Agile and the agile development process.

Ability to provide computer-based solutions using the full programming and configuration capability of computers with little need of direct oversight or guidance.

Ability to recognize probable interaction of related computer systems and to predict impact of change on assigned system.

Ability to work effectively as a programming team member or team leader.

Bachelor’s degree in Computer Science or related field plus 5 years of relevant work experience, or an equivalent amount of education and experience

Experience in the following applications or disciplines is desired: Java, Spring Framework, MS Office API, MS SQL, Oracle, PostgreSQL, Django, C#, Visual Studio, Python, PyCharm / IntelliJ, GitLab, SonarQUBE, REACT, PHP, WordPress development, and Docker.

This position is eligible for telework on a hybrid basis, the employee must reside in Helena and be able to come into the office on a routine basis (2 days a week in office required). During legislative session, 3 or more days a week in office will be required.

ROLE

Minimum Requirements: Bachelor’s degree in Computer Science or related field plus 5 years of experience as a software developer or related occupation. Experience must include 3 years with each of the following: (1) creating software applications using Java, J2EE frameworks, Simple Object Access Protocol web services, and Message Queues; (2) writing SQL queries in Oracle, SQL, MySQL, Postgres, and DB2; (3) building and deploying scalable architectures in AWS Cloud using Docker and Kubernetes via Git – CICD; (4) designing and developing micro services-based REST APIs using Spring, Spring Boot, and Node JS; (5) writing unit and integration test scenarios using Proxyquire, Mocha, Chai, and JEST; and (6) building batch related applications using Spring Batch and ELT framework.

Work with multiple vendors within Source to Pay, Facilities, and Enterprise Security to deploy, manage, and integrate with DFS Applications

Work on Software Upgrades, Patches, Plug-Ins, Whitelisting, Certificate Renewals, Service Accounts, Training, Job Aids, KB articles

Partner with engineering team to evaluate, innovate on and enhance development practices and processes

Supporting On-Prem (Windows, Unix) and SaaS (Cloud) solutions 3rd party SaaS applications

Minimum Qualifications

At a minimum, here’s what we need from you:

Bachelors – Computer Science or related

3+ Years -- Information Technology, (Software) Engineering, or related

Internal applicants only: technical proficiency rating of competent on the Competency model.

Experience in working in a cloud environment such as AWS.

Building Integration with external systems

Experience with Oracle Fusion Application and Oracle Integration cloud.

Experience working with relational databases (Oracle, Snowflake, SQL Server).

Experience in programming languages (Unix scripting, Java, Python, JavaScript (React), Node.js etc.) and integration using Rest API/SOAP/Webservices.

Experience in Application framework (Spring, Spring Boot, Hibernate, Eclipse, IntelliJ, Postman, Docker, Jenkins, Maven).

Strong understanding of object-oriented principles with an ability to write efficient code.

Experience with CI/CD pipelines with Jenkins, Trident or similar; Git/GitHub; Artifactory

Software Engineers perform development work across the technology stack (both front-end/back-end expertise). The eCommerce Website Development Software Engineer is responsible for the overall design of a product and the definition of the technical blueprints/designs to fulfill specific requirements. They provide technical expertise to Product Managers and the Development Pods as they reconcile the users' needs and requirements with what the engineers have determined to be doable within the given (engineering) constraints. They work closely with Solution Architects, Product Managers, POD teams, and Product Owners to support the implementation and delivery of new and/or enhanced capabilities. ROLE

  • Develops the conceptual systems architecture design and the supporting technologies needed to enable new and/or enhanced functionality within a given product/application, applying principles that promote availability, reusability, interoperability, and security into the design framework.

  • Supports release planning activities in conjunction with Product Owners and teams.

  • Identifies high level requirements to support the definition and refinement of a robust testing strategy.

  • Drives engineering best practices to deliver higher quality and scalable solutions.

  • Provides the team with the development strategy, solution recommendations, and estimates for a given product/application.

  • Participates in scrum ceremonies (sprint planning, retrospective, showcases/demos, stand-ups, backlog refinement, etc.).

  • Creates and executes unit tests which validate the code changes made to support the implementation of a user story.

  • Uses test driven development (TDD) practices to assist with the detection/recognition of software defects early in the development process.

  • Estimates, plans, and manages all implementation tasks and reports on development progress.

  • Designs, builds, debugs, optimizes, and implements solutions in approved tool sets and databases.

  • Develops high quality, efficient, and fault tolerant software.

  • Supports, extends, and builds automated CI and CD pipelines.

  • Designs and delivers DevSecOps automation for app deployment and testing.

  • Uses APM/monitoring tools such as Dynatrace/Splunk and browser tools to perform request purepath/waterfall analysis to identify bottlenecks and suggest improvements.

  • Participates in the development and documentation of department standards and best practices, and mentors’ junior engineers.

  • Provides the team with solution recommendations and estimates for a given product/application.

  • Identifies deficiencies within a product/application’s code base and identifies opportunities to improve overall code quality.

  • Collaborates with team members (e.g., Systems Architects, Systems Analysts) to define project specifications and release documentation for all phases of the product development cycle from product definition to design, through implementation.

  • Conducts peer code reviews for the software changes made by other engineers within a team.

  • Collaborates with Environment Analysts to define and refine the environment strategy needed to support day-to-day development activities.

  • Defines product/application specific coding standards and patterns to guide the implementation of new features and capabilities.

  • Supports the planning and execution of functional and non-functional (e.g., performance, fail-over, etc.) testing activities.

  • Provides technical expertise in establishing specific coding standards, patterns, and procedures.

  • Supervises systems and data analysis performed by Full Stack Engineers on products/applications to understand functional design requirements.

  • Defines remediation tactics for large and complex defects impacting several features and/or capabilities within a given product/application.

  • Supervises the development and preparation of technical documentation (e.g., runbooks, etc.).

  • Drives operational efficiency and technical growth by mentoring PODs through documentation, workshops, and other methods in the areas of software applications design, development, automation, CI/CD pipeline, and architecture.

  • Provides active support for business-critical outage situations.

REQUIRED

  • 10+ years’ functional design and technical design experience with large-scale applications, specifically large enterprise level B2C and B2B ECommerce applications.

  • Mastery of scaling applications from threading implementations to infrastructure scaling and topology planning.

  • Experience with developing and running applications in a public cloud environment (Azure preferred).

  • Experience working with a major relational database (DB2, SQL Server etc.) and/or NoSql.

  • Experience designing, building, and delivering Java and .NET solutions using DevOps and Continuous delivery principles.

  • Experience in Java EE and specifically in developing Java based APIs. Spring Framework experience.

  • Experience in .NET and specifically in developing C# based APIs. GraphQL and Entity Framework experience.

  • Hands on Experience leveraging asynchronous communication patterns for developing distributed applications. Experience with IBM MQ, Biztalk, Azure Eventhub, and Kafka are desirable.

  • Strong familiarity with API gateway management (Apigee, APIM, and DataPower).

  • Data modeling experience.

  • Understanding of integration patterns, concepts, and best practices.

  • Familiarity with EDI solutions for batch and realtime transformations of data.

  • Familiarity with data integration systems (Broker, B2Bi, PI/PO, etc.).

  • Proven ability to work effectively and produce consistent results with minimal supervision.

  • Proven ability to effectively mentor junior team members on design, data mapping, programming, and testing techniques.

  • Strong conceptual, analytical, problem-solving, decision making, troubleshooting, and resolution skills.

  • Strong written and verbal communication skills.

  • Demonstrates a positive attitude, is self-motivated, responsible, conscientious, and detail oriented.

  • Understanding of corporate IT policies, procedures, and standards.
