ABOUT THE POSITION

LACERA is seeking two Information Technology Specialist I — Information Security Engineers to support critical security programs and operations within the organization. These roles offer an exciting opportunity to contribute to the security posture of critical government systems and services and uphold the confidentiality, integrity, and secure accessibility of LACERA’s systems and information assets. The Engineers will register incidents of risk, set up automations, and work as part of a dedicated team to ensure that the organization adheres to all relevant data privacy acts.

The Engineers will report to the Information Security Officer and work within the Executive Office, actively collaborating on a team of five to manage LACERA’s cybersecurity programs and projects. Prior experience in the private/public sector or any organization with a strong element of compliance is preferred. The Engineers are expected to be thorough and organized technical administrators who also possess excellent interpersonal skills, capable of building excellent relationships with other staff. They will also be clear communicators, with the ability to explain complex technological concepts in a simplified and engaging way. The Information Security Engineers will:* Maximize the user experience for LACERA members, while also ensuring their information is secure. * Work to ensure the success of all security- and risk-related projects, ensuring that consumer information is protected and that proper policies, procedures, and controls are built in for optimal data safety. * Have experience working in a complex security compliance environment. * Have foundational knowledge of general information security programs, and virtual/cloud network security. * Monitor systems, networks, and applications for suspicious activities, and log all security incidents. * Conduct risk assessments and security audits to identify vulnerabilities, threats, and compliance gaps. * Develop remediations and strategies to mitigate risks. * Respond promptly to security incidents, conducting thorough investigations and implementing necessary countermeasures (SOAR). * Demonstrate prior experience making sound judgments related to data security, knowing when to implement programmatic and procedural controls and create new automations.

Vacancy Information: The current vacancy is in the Systems Division; however, the resulting eligible register for this examination can be used to fill other vacancies in LACERA, as they occur.

Work Schedule: This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday), with occasional nights and weekends in emergent situations. LACERA offers a hybrid work environment, and this position may be eligible to telework up to three (3) days per week.

This position is an exempt position as defined by the Fair Labor Standards Act and not eligible for overtime.

REQUIREMENTS

MINIMUM REQUIREMENTS (Specialty)

Two (2) years of experience, within the last three (3) years, at the level of Data Systems Coordinator, LACERA*, or Data Systems Supervisor I, LACERA**, performing highly specialized and complex cybersecurity design and analysis.

Such experience must include providing leadership for complex implementation in a high-availability environment, including planning, designing, analysis, and overall project management of network related issues.

Special Requirement Information:

  • Experience at the level of Data Systems Coordinator, LACERA, must include acting as coordinator and participates in the work involved in an information and work processing systems program or a complex systems project, or reviews and evaluates the design and utilization of a variety of systems. This is the lead level.

**Experience at the level ofData Systems Supervisor I, LACERA, must include acting as supervisor to a small staff of analysts engaged in the analysis, design, and implementation of manual and electronic information and work processing systems, or coordinates the systems program.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II– Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

Responsibilities:* Manage Rhapsody Message Engine - Utilize Rhapsody to support Agency goals and objectives by coding and working within the constraints of the Interoperability engine. * Develop and Configure Rhapsody Routes - Design, develop, test, and configure Rhapsody routes as necessary to manage data flow from internal and external entry points throughout DOH laboratory and other health information processing flows. * Develop, test, and maintain all agency and business unit applications supported by the IT unit, or as assigned by management, using technologies such as .NET Framework, Azure, JavaScript, MS SQL Server, HTML, CSS, XML, PowerShell, and MS-Office VBA. * Design small to enterprise-level N-Tier agency and business unit web applications, participate in development work, and contribute to the creation of application design documentation in accordance with standards and practices. * Utilize DBMS software to design, develop, and maintain databases and applications, including data migration, validation processes, and extraction, transformation, and loading of data from external sources. * Solve complex IT problems, conduct research and analysis to resolve issues, make recommendations, and escalate problems when necessary to the next level. * Develop service-level agreements, measurement and monitoring methods, management reports, and system and user documentation for supported systems. * Guide team members to deliver high-quality software solutions efficiently, foster a positive and productive team culture, and provide technical expertise and guidance. * Engage in IT risk assessment and security review processes for software development projects, ensuring compliance with DOH and OCIO security standards. * Attend and contribute to projects and staff meetings, assist in conducting analysis of industry-wide trends, and collaborate with internal and external IT integration teams to create standard approaches to new application systems implementation.

Required Qualifications and Experience: Your experience must come from full-time professional work and may have been gained concurrently. Any additional years of experience can replace educational requirements on a year-for-year basis.

  • Professional experience in IT disciplines such as consulting, analysis, design, programming, installation, or maintenance of computer software applications (You must meet one of the following options):
    • Option 1: 10 years of experience
    • Option 2: Associate degree in IT or a related field and 8 years of experience
    • Option 3: Bachelor’s degree in IT or a related field and 6 years of experience
  • Six (6) or more years of experience in developing and implementing application solutions within a complex distributed environment.
  • Minimum of five (5) years of progressive professional experience in software development, including:
    • Working-level understanding of Health Level 7 (HL7) or FHIR (Fast Healthcare Interoperability Resources).
    • Utilization of MS-Visual Studio Development tools for maintaining and developing agency or corporate level systems.

  • Possession of current Rhapsody "Associate level" certification or willingness to complete certification within 6 months from the date the resources were made available for training.

The primary purpose of these positions is to serve as an engineer in AFNWC at Hill Air Force Base, Utah. Engineers in AFNWC solve highly-complex problems and take part in a variety of projects to promote national security through nuclear deterrence. They decide what needs to be done, make sure it happens, and solve the most complex, high-risk aspects of the Inter-Continental Ballistic Missile (ICBM) program.

DUTIES:

  • Perform multidisciplinary professional engineering work involving the application of electronics, mechanical, aerospace, and/or other engineering disciplines to determine the business and technical needs of customers in the acquisition, development, or sustainment of ICBM weapon systems, sub-systems, and/or support equipment.
  • Perform complex and comprehensive analysis and integration, using disciplined and quantifiable approaches to implement, develop, and document assigned projects/programs.
  • Ensure assigned projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies.
  • Perform concept planning, design and development, integration, evaluation, and auditing of architecture content; identifies and resolves highly complex technical problems in a model-based systems engineering environment.

SKILLS: * Weapon system acquisition experience, including knowledge of cradle-to-grave acquisition phases (Engineering & Manufacturing Development, production, sustainment, etc.), risk management, program management, test & evaluation etc. is highly desired. * Experience with systems engineering, specifically complex system HW/SW architecture design, requirements, interfaces and integration to include verifying development of model content (e.g. use-cases, meta-models) and technical baseline management is strongly preferred. * Experience with architecture frameworks such as Department of Defense Architecture Framework (DoDAF), modeling languages such as Unified Modeling Language (UML) & Systems Modeling Language (SysML), and modeling tools such as Cameo is highly valued. * Demonstrated experience in modeling, simulation, and analysis (MS&A) approaches used to predict and verify system performance is highly preferred. * Knowledge of test and evaluation procedures, test planning, test data analysis, and requirements verification is a plus. * Experience in integration, testing, Model-Based Systems Engineering (MBSE), Requirements Verification Architecture Models (RVAM), and modeling tools such as SysML, Cameo, DOORS, etc. is desirable. * Knowledge of instructional design principles and methodologies (ADDIE, SAM, AGILE Models) and deep understanding of Sharable Content Object Reference Model (SCORM), xAPI, and other Instructional Systems Design standards is desirable. * Strong mechanical or aerospace engineering background with >5 years' experience in solid or liquid rocket propulsion, aerospace structures, or ordnance systems, as well as related support equipment is highly desirable. * Experience in structures, structural analysis, solid modeling, design, tooling, concepting, criteria development/evaluation, revisions/redesigns, testing is desirable. * Experience in SW/HW development, some programming experience (C++, Java, VB.net, Python, C#, etc.), Security+ Credentials, cryptography, Nuclear Command Control & Communications and Radio Frequency is highly desirable. * Experience with network equipment, network design, software requirements, complex software system integration to include commercial off the shelf and custom software with hardware integration and/or network testing is highly desirable. * Experience with battle management systems, threat modeling and engagement modeling & analysis is preferred. * Experience with radar signature modeling, electro-optics/infrared signature modeling, flight analysis and trajectory modeling, and/or nuclear effects modeling is desired. * Knowledge of the design and development of Training Device simulators, emulators, or other engineered devices to perform high-fidelity training functions is highly valued. * Knowledge of Captivate, Storyline, or any other Instructional System Design rapid development tools in association with curriculum development and the integration and administration of Learning Management Systems is desired.

Reporting to the director of digital security, the candidate will work with multiple and diverse teams across Peloton including, but not limited to Product, Platform, and Ecommerce Engineering, Legal, Enterprise IT Operations and Security Response. They will coordinate the actions of each and ensure collectively we are working as "one Peloton" to protect our customers and the company. The role plays a critical function in constantly evolving Peloton's risk assessment and security review capabilities, ensuring the underlying data related to security defects is used to constantly improve the security of Pelotons products and services.

The ideal candidate is a proven cloud engineer that has both exemplary engineering and communication skills. They have extensive experience collaborating with internal engineering partners. They are a proven security technology and methodology expert that scales through enabling other engineering partners to make the right security design decisions and trade-offs.

YOUR DAILY IMPACT AT PELOTON

  • Work closely with product engineering/development teams as a security champion to drive security initiatives and be a point of contact for security concerns.
  • Collaborate with the Security Automation and Tooling team and cloud security team to identify and implement security tooling to identify vulnerabilities and risks at scale.
  • Proficiency with containerization and orchestration technologies such as Docker, Kubernetes or equivalent
  • Proficiency in CI/CD using Jenkins, GitHub Actions or similar systems

Pay Range: $105,301 - $190,000

Pay Range: $90,300 - $164,700

Actual base pay could vary based on non-discriminatory factors including but not limited to work experience, education, location, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of Lincoln’s total rewards package for employees. In addition, the role may be eligible for the Annual Incentive Program, which is discretionary and based on the performance of the company, business unit and individual. Currently, ManTech is seeking a motivated, career and team-oriented Data Integration Developer. This is a remote position where the candidate can work from any location within the United State provided they are able to work on an eastern time zone schedule.

This role will be supporting the Department of Homeland Security and its Continuous Diagnostic and Mitigation (CDM) program.

Responsibilities include:

  • Creating extract, transform, and load (ETL) processes using the technologies listed below.
  • Consume RESTful API connections and ingest flat files to parse JSON and CSV data for software connectors.
  • Developing connector software on Windows Red Hat Fuse using Java (version 8 or above), Blueprint XML, XSLT, Camel and SQL libraries which ingest cybersecurity data from security sensors to a SQL Server Database for display on a Dashboard.
  • Creating test plans to validate the ingest software functionality.
  • Creating documentation on the use of the ingest software.
  • Interpreting and implementing functional requirements between the sensors and the dashboard.
  • Providing support to operations teams on the software when deployed into production.
  • Designing, developing, and deploying data integration and transformation solutions using Azure Data Factory
  • Developing and maintaining data pipelines to extract, transform, and load (ETL) data from various sources into target data repositories
  • Implementing data validation and quality to ensure accuracy and consistency of data
  • Optimizing data pipelines for performance and scalability

Basic Qualifications:

  • BS in Computer Science or related field

  • Minimum 4-5 years of experience in technologies:

    • Software Development using Java (version 8 or above) with an IDE (e.g. Eclipse, IntelliJ, CodeReady)
    • Parsing File formats (e.g., JSON, XML, and CSV)
    • SQL SERVER database design, programming, tuning, writing SQL queries/ TSQL procedures
    • Developing/automating test procedures
    • Web services client development using REST API
    • Test REST APIs from command line (curl, get, post, put) and/or using Postman or other API testing framework
    • Release Management and build tools (e.g., Maven, Jenkins) and configuration tools (e.g., SVN)
    • Secure coding practices including use of encryption (e.g., Certificates, TLS Connections)
    • Experience in developing in the Windows environment
  • Strong proficiency in designing and implementing data integration solutions using Azure Data Factory

  • Experience in data load from different data sources like DBs, APIs, Flat files and cloud based data sources

  • Solid understanding of data modeling, data warehousing concepts, and ETL principles.

  • Familiarity with Azure services and tools, including Azure Blob Storage, Azure SQL Database, Azure Data Lake

  • Strong knowledge in SQL language

  • Experience working with high data volume and continuous data flow

  • Knowledge of data integration and data transfer through on-premise and Cloud resources

  • Excellent communication, and relationship skills to articulate advanced technical topics and build consensus among clients and technical stakeholders

  • Strong interpersonal and collaborations skills working in a team-oriented environment

The projected compensation range for this position is $111,400-$185,700.
