  • 5+ experience in design, algorithms and data structures - Expertise with one or more of the following is a must - Java, Python, Cloud services, Data platforms
  • Able to weigh several, often conflicting constraints, and make quick decisions in a dynamic and quickly-growing company.

What you’ll be doing

The Senior Security Engineer will be part of the global Identity & Access Management team to support our SailPoint IDM system activities, following the Experian global strategy working with teams sitting in multiple regions. In this role you will be responsible for the infrastructure, vulnerability management, and IIQ functional support, working in partnership with development teams and internal operational teams to make sure the new system functionalities are transitioned and supported accordingly as per business requirements. You will support the creation of system operational metrics, highlight system gaps and work in conjunction with development and application teams to mitigate any gap, as well as track and implement the identified improvement activities.

Responsibilities

  • Serve as an experienced engineer within the SailPoint IIQ space with operational and development expertise
  • Partner with application owners and Business Units to align on requirements and provide design and Implementation approaches
  • Act as functional technical contact to support and drive a strong engineering culture while fixing or supporting production issues
  • Perform critical analysis to identify and resolve conflicts and break down high-level information into actionable work plans
  • Establish and implement robust application monitoring processes to make sure we have 24x7 alerting in place

What your background looks like

  • 6+ years' of professional Identity Management (IDM) experience, with demonstrated understanding of modern IDM concepts and best practices
  • 4+ years' experience providing SailPoint application support into high availability environments
  • Solid knowledge of identity data flows, engineering workflows, security roles, certification/attestation, entitlement management, SOD and access governance in SailPoint IIQ
  • Experience with integrating SailPoint IIQ with various technologies, including ServiceNow, SAP, Azure AD, Office 365, RACF, LDAP directories

Information Technology (IT) Division

Provides information systems and computer support for employees, customers of the Department of State, and therefore the people of Colorado. Most of the work completed by the division can be done remotely, contributing to the positive work-life balance of its employees. This includes maintaining computer hardware and peripherals. Staff develops, upgrades, enhances, and maintains computer applications and system software for the use of Departmental staff and the public. Processing and storing data received from Colorado counties for voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems. The Colorado Department of State is unique from many state agencies in that we are a smaller agency with an in-house IT division, as a result our employees maintain greater collective impact over the work product of the Department.

Development Unit

This work unit develops, upgrades, enhances, and maintains web application and system software for the use of Departmental staff and the general public. The unit also provides application support for various web applications, which could include, but not limited to, voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems.

As the Java Development Supervisor, you will be a valued leader of the Java Development Team, as well as a senior developer and an IT expert in Java development. You will work across all development projects, designing and constructing new applications, as well as maintaining existing applications. You will participate in team design, analysis, development, testing, and maintenance, as well as test and learn assigned new development technologies for the Department, such as React and Spring Boot.

The ideal candidate will be a critical and creative thinker with strong problem-solving skills. To succeed in this role, it is important that you have outstanding written, verbal, and interpersonal skills.

Illustration of some of your duties:

  • Java Development – You willdesign and develop, in Java, and other programming languages, enhancements and future systems, along with maintaining and fixing bugs in current systems, which will include resolution of legacy application issues; provide expertise in the optimization of Java code through best practices; maintain/create working object oriented (OO) program modules to be incorporated into actual systems; apply current OO theory to module construction; test program modules during system development; work as part of a software development team in an Agile DevOps environment.
  • Supervision of Unit Personnel – You will plan, prioritize, assign, analyze, and monitor workflow; establish work schedules, review and approve worktime and absences; initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates and hire; onboard and oversee training of new employees in unit; recommend promotions and changes in pay; resolve problems, performance issues, disputes, and informal grievances; initiate corrective action or recommend progressive discipline as needed; identify training and developmental needs, and provide training as needed; provide feedback and coaching; write performance plans, conduct interim and annual performance evaluations; sign performance evaluations; write and update position descriptions as necessary.
  • Secure DevOps Leadership and Technical Review – You will serve as a leader and mentor for the Java team and the software development unit as we adopt Secure DevOps practices; engage with individual developers on a continuing basis to verify architecture and best practices are being followed in development; lead evaluation of processes, tools, and technical architectures for the software development lifecycle; lead technical and process initiatives as the agency adopts Secure DevOps principles; be responsible for maintaining and monitoring the set of tools used by the Java development team, including the budget cost for the software; be responsible for developing metrics and measures for the Java team to be used in assessing the organization's maturity in Secure DevOps and recommending changes or shifts in our approach as appropriate.
  • Collaboration – You will collaborate with Developers, Managers, Systems Administrators, and other IT teams to determine system and application compatibility with Departmental standards and to resolve any issues; assist in the understanding of, and analyze the impact of, defects in the production environment, suggesting possible remedies to supervisors, peers, and user community; review work by peers and advance IT Division Object-Oriented expertise in code review and formal sessions. In doing this, position will ensure they understand and address the needs of a diverse staff and respond in a culturally appropriate manner.

The primary purpose of these positions is to serve as an engineer in AFNWC at Hill Air Force Base, Utah. Engineers in AFNWC solve highly-complex problems and take part in a variety of projects to promote national security through nuclear deterrence. They decide what needs to be done, make sure it happens, and solve the most complex, high-risk aspects of the Inter-Continental Ballistic Missile (ICBM) program.

DUTIES:

  • Perform multidisciplinary professional engineering work involving the application of electronics, mechanical, aerospace, and/or other engineering disciplines to determine the business and technical needs of customers in the acquisition, development, or sustainment of ICBM weapon systems, sub-systems, and/or support equipment.
  • Perform complex and comprehensive analysis and integration, using disciplined and quantifiable approaches to implement, develop, and document assigned projects/programs.
  • Ensure assigned projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies.
  • Perform concept planning, design and development, integration, evaluation, and auditing of architecture content; identifies and resolves highly complex technical problems in a model-based systems engineering environment.

SKILLS: * Weapon system acquisition experience, including knowledge of cradle-to-grave acquisition phases (Engineering & Manufacturing Development, production, sustainment, etc.), risk management, program management, test & evaluation etc. is highly desired. * Experience with systems engineering, specifically complex system HW/SW architecture design, requirements, interfaces and integration to include verifying development of model content (e.g. use-cases, meta-models) and technical baseline management is strongly preferred. * Experience with architecture frameworks such as Department of Defense Architecture Framework (DoDAF), modeling languages such as Unified Modeling Language (UML) & Systems Modeling Language (SysML), and modeling tools such as Cameo is highly valued. * Demonstrated experience in modeling, simulation, and analysis (MS&A) approaches used to predict and verify system performance is highly preferred. * Knowledge of test and evaluation procedures, test planning, test data analysis, and requirements verification is a plus. * Experience in integration, testing, Model-Based Systems Engineering (MBSE), Requirements Verification Architecture Models (RVAM), and modeling tools such as SysML, Cameo, DOORS, etc. is desirable. * Knowledge of instructional design principles and methodologies (ADDIE, SAM, AGILE Models) and deep understanding of Sharable Content Object Reference Model (SCORM), xAPI, and other Instructional Systems Design standards is desirable. * Strong mechanical or aerospace engineering background with >5 years' experience in solid or liquid rocket propulsion, aerospace structures, or ordnance systems, as well as related support equipment is highly desirable. * Experience in structures, structural analysis, solid modeling, design, tooling, concepting, criteria development/evaluation, revisions/redesigns, testing is desirable. * Experience in SW/HW development, some programming experience (C++, Java, VB.net, Python, C#, etc.), Security+ Credentials, cryptography, Nuclear Command Control & Communications and Radio Frequency is highly desirable. * Experience with network equipment, network design, software requirements, complex software system integration to include commercial off the shelf and custom software with hardware integration and/or network testing is highly desirable. * Experience with battle management systems, threat modeling and engagement modeling & analysis is preferred. * Experience with radar signature modeling, electro-optics/infrared signature modeling, flight analysis and trajectory modeling, and/or nuclear effects modeling is desired. * Knowledge of the design and development of Training Device simulators, emulators, or other engineered devices to perform high-fidelity training functions is highly valued. * Knowledge of Captivate, Storyline, or any other Instructional System Design rapid development tools in association with curriculum development and the integration and administration of Learning Management Systems is desired.

  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

KNOWLEDGE, SKILLS AND ABILITIES: * Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.

  • Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.

  • Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems.

  • Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs.

  • Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

The AFNWC Minuteman III Systems Directorate manages the current ICBM technical life extension program and integrated life-cycle activities, including equipment spares, storage and transportation, modifications, equipment replacement, etc., to ensure that the ground-based leg of America's nuclear triad is "Never Doubted - Always Feared."

The AFNWC Sentinel Systems Directorate manages a major defense acquisition program charged to deliver a full system replacement for the nation's Minuteman III system, providing an even stronger strategic deterrent to nuclear attack against the United States.
