Analyze, design, develop, deploy and infrastructure implementations and upgrades of IAM products. Establish authoritative source for Join, Move, Leave lifecycle events for Field and Home Office workforce. Resolve dependencies to ensure a smooth roll out of features to customers. Develop Micro Services using spring boot framework to expose IAM functionalities to client systems. Create batch process to publish data for downstream system using Java batch programming. Create Provisioning Roles and Account templates in CA IDM Provisioning manager. Migrate legacy CA IDM functionalities to SailPoint. Configure Policy Express to perform data validation and modify values in Oracle Enterprise Directory/Active Directory. Utilize CA Identity Manager for user provisioning and work on LDAP programming to create and update user account in Enterprise Directory and Active Directory. Utilize Identity API (Account Request, LCM Provisioning, Object Request, Managed Attribute) to create, modify, delete identities. Build automation test suites for life cycle events using node.js and Kevlar framework. Resolve problem tickets to remediate production issues using tools including Logstash, Kibana and ServiceNow. Contribute to innovation of software development within IAM domain. Design integration test for application and verify performance tests. Telecommuting permitted 3 days per week. Salary $92,331 - $185,250 per year.

Minimum Requirements: Master’s degree in Cyber Security, Computer Science, Computer and Information Sciences, or related field plus 2 years of experience as a software developer or related occupation. Experience must include 2 years of experience with each of the following: (1) analyzing, designing, developing, deploying, and supporting software using Java, J2EE Servlets, JSP, and JDBC; (2) SSO, Federation, Sun IDM, LDAP, Active Directory, Active Directory Federation services, Azure, AWS, and SailPoint IIQ; (3) Python, JavaScript, and PowerShell; (4) Web Services, HTML, SQL and XML; (5) CA IDM suite; and (6) utilizing Selenium and Kevlar.

Information Technology (IT) Division

Provides information systems and computer support for employees, customers of the Department of State, and therefore the people of Colorado. Most of the work completed by the division can be done remotely, contributing to the positive work-life balance of its employees. This includes maintaining computer hardware and peripherals. Staff develops, upgrades, enhances, and maintains computer applications and system software for the use of Departmental staff and the public. Processing and storing data received from Colorado counties for voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems. The Colorado Department of State is unique from many state agencies in that we are a smaller agency with an in-house IT division, as a result our employees maintain greater collective impact over the work product of the Department.

Development Unit

This work unit develops, upgrades, enhances, and maintains web application and system software for the use of Departmental staff and the general public. The unit also provides application support for various web applications, which could include, but not limited to, voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems.

As the Java Development Supervisor, you will be a valued leader of the Java Development Team, as well as a senior developer and an IT expert in Java development. You will work across all development projects, designing and constructing new applications, as well as maintaining existing applications. You will participate in team design, analysis, development, testing, and maintenance, as well as test and learn assigned new development technologies for the Department, such as React and Spring Boot.

The ideal candidate will be a critical and creative thinker with strong problem-solving skills. To succeed in this role, it is important that you have outstanding written, verbal, and interpersonal skills.

Illustration of some of your duties:

  • Java Development – You willdesign and develop, in Java, and other programming languages, enhancements and future systems, along with maintaining and fixing bugs in current systems, which will include resolution of legacy application issues; provide expertise in the optimization of Java code through best practices; maintain/create working object oriented (OO) program modules to be incorporated into actual systems; apply current OO theory to module construction; test program modules during system development; work as part of a software development team in an Agile DevOps environment.
  • Supervision of Unit Personnel – You will plan, prioritize, assign, analyze, and monitor workflow; establish work schedules, review and approve worktime and absences; initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates and hire; onboard and oversee training of new employees in unit; recommend promotions and changes in pay; resolve problems, performance issues, disputes, and informal grievances; initiate corrective action or recommend progressive discipline as needed; identify training and developmental needs, and provide training as needed; provide feedback and coaching; write performance plans, conduct interim and annual performance evaluations; sign performance evaluations; write and update position descriptions as necessary.
  • Secure DevOps Leadership and Technical Review – You will serve as a leader and mentor for the Java team and the software development unit as we adopt Secure DevOps practices; engage with individual developers on a continuing basis to verify architecture and best practices are being followed in development; lead evaluation of processes, tools, and technical architectures for the software development lifecycle; lead technical and process initiatives as the agency adopts Secure DevOps principles; be responsible for maintaining and monitoring the set of tools used by the Java development team, including the budget cost for the software; be responsible for developing metrics and measures for the Java team to be used in assessing the organization's maturity in Secure DevOps and recommending changes or shifts in our approach as appropriate.
  • Collaboration – You will collaborate with Developers, Managers, Systems Administrators, and other IT teams to determine system and application compatibility with Departmental standards and to resolve any issues; assist in the understanding of, and analyze the impact of, defects in the production environment, suggesting possible remedies to supervisors, peers, and user community; review work by peers and advance IT Division Object-Oriented expertise in code review and formal sessions. In doing this, position will ensure they understand and address the needs of a diverse staff and respond in a culturally appropriate manner.

FICC Technology Team is seeking a strong Java low latency developer to build Next Generation Market Data Plant which will ingest, collect and disseminate market data and perform order execution with the lowest possible latency. In addition, market data will be distributed internal applications via publish/subscribe and other well-known industry mechanisms.

Position Description Our P-TACTS team is actively seeking an System Software Engineer to support Java and Spring Boot micro-service development. This vital role requires comprehensive expertise in OO principles, Cloud native services, and operational efficiency. The ideal candidate will demonstrate advanced skills in designing and implementing configurations to enhance our development and security operations processes. Responsibilities* Software Development: Design and develop high-quality Java applications. Focus on architecture and system design for reliability, scalability, and performance, particularly with Java 11+ and frameworks like Spring Core and Cloud. * Team Leadership: Lead and mentor both front-end and back-end development teams. Conduct code reviews, manage branching strategies, and guide the team in following Agile methodologies. * CI/CD Processes: Implement and maintain CI/CD pipelines using GitLab and SonarQube, ensuring efficient and automated workflows. * Build Technologies: Utilize Maven for build automation, dependency management, and streamlined build processes. * Testing and Quality Assurance: Implement TDD and BDD using tools like JUnit, Mockito, Cucumber, and Spock. * Ensure compliance with 508 Accessibility standards. * API Development: Design and implement secure RESTful APIs. * Infrastructure Management: Manage cloud-based infrastructure using Terraform, focusing on containerization with Kubernetes and AWS. Lead cloud migration strategies and ensure efficient infrastructure utilization. * Source Control Management: Proficient use of Git for source code management and version control.

Requirements* Java Proficiency: Expertise in Java 11+, with a strong understanding of object-oriented programming and streaming principles. * Front-end Knowledge: Familiarity with Angular and Single Page Web Applications. * Frameworks: In-depth knowledge of the Spring ecosystem, including Spring Cloud, and XML-related technologies (JAXB, XML Schemas, XSLT, XPATH). * Testing: Proficiency in JUnit, Mockito, TDD, BDD methodologies, and tools like Cucumber and Spock. Knowledge of 508 Accessibility compliance. * CI/CD & SCM: Experience with GitLab, SonarQube, and Git for source code management. * Build Tools: Proficiency with Maven and Gradle. * Containerization & Cloud: Strong experience with container technologies (especially AWS ECS, Fargate, and Kubernetes), and cloud services (AWS). * Infrastructure Management: Skills in managing infrastructure as code, preferably with Terraform. * Process Management: Experience in leading teams, conducting code reviews, developing branching and release strategies, and understanding Agile workflows. * Experience with USPTO a plus
